RE: FLOOD CONTROL IN GAMPAHA DISTRICT

Hon Minister;

I am a Chartered Engineer and a graduate of the University of Peradeniya who possesses national and international professional experience.

The recent flooding taken place in the country has caused disruption to public wellbeing and significant retardation of the country economy. Although tropical storm is a natural occurrence, the human activity has largely contributed to the increased risk of flooding in our country. Your direct intervention to bring relief to flood affected during the time is highly appreciated.

I wish to focus your kind attention on flood management needs on our residential area as an affected citizen. The flood water had risen to a highest level never seen in history. The swollen streams, Dandugamoya and Ja-ela spilled and generated severe flooding in the area resulting unprecedented damages to life and property. If we are unable to make remedial measures against this disaster now, the future generation will have to face constant destructions by large scale flooding. I believe the present government has necessary vision and capacity to address this national crisis and to find appropriate solutions with your initiative. Please accept this letter as an input from a patriotic professional in this regard.

Hon Minister, I suggest that the continued narrowing and filling of waterways has been one of the major reasons for the increased flood levels. Also the partly constructed Colombo - Katunayake highway across Muthurajawela has largely contributed to the flooding as a sand barrier against natural water flow towards the sea. Unfortunately the administrative mechanism of our country has no insight to such problems and it fails to draft relevant policy framework on behalf of the political leadership. Native solutions based on scientific management and appropriate technology would only solve the national problems paving path to the ‘Miracle of Asia’.
Please consider following preliminary proposals also to formulate an urgent government strategy to mitigate our flood problem. • To remove all manmade barriers that restricts storm water flow into Muthurajawela and to dredge waterways to increase retention capacity.

• To protect lowlands, wetlands and mangroves in Gampaha District including Muthurajawela to enable preserve ecology and to provide storm water catchment.

• To introduce government level floodplain management programme to avoid long and short term impacts associated with land filling and new constructions.

An advisory panel consisting professionals with relevant technical and scientific expertise will be helpful to formulate, plan and implement tasks related to envisaged flood protection programmes.
